The journey was cleared for the brand new legislation school of the College of Friborg

The Vaudois Grand Council turns the page with a severe pregnancy at Riviera-Chablais Hospital (HRC) of Rennaz. Despite differing readings and assessments between left and right, MEPs on Tuesday adopted a report by the parliamentary inquiry commission (CEP) on the financial debacle of the Valdo-Valais establishment.

The debates will last throughout the week of the Grand Council. The report of the parliamentary commission of inquiry was awaited. A rare device in the canton, which a year ago was asked by the right to shed light on the management of the Intercantonal Hospital, especially financially. The deputies finally adopted the document (79 yes, 31 no and 28 abstained) before continuing the vote on the final termination of the work and the mission of the commission, unanimously voting minus three abstained.

After eleven months of investigation, no guilt, fraud, fraud or criminal activity was found. However, many shortcomings were noted which led the PIU to issue 18 recommendations.

In the discussions, the lines have changed little since last year and the vote on the creation of the CEP was adopted, we recall it with one vote. The right congratulates the report and its usefulness, the left still considers the use of commission to be inappropriate.

“Tragedy”, the word was used in the Chamber by UDC leader Yvan Pahud:

Vaudois PS President Jessica Jaccoud recalls that public funds have not been misused and speaks of the hospital as a source of pride:

18 recommendations

18 CEP recommendations do not spare anyone. Ministry of Health and Social Affairs, State Council, Grand Council, responsibilities are divided. But one word stands out: passivity. Especially the government, which reacted slowly, but also the parliament itself. He is accused of laxity in this file.

The Parliamentary Committee of Inquiry also drew attention to the intervention of the Finance Committee and the Ministry of Finance. Member of the Finance Committee, PLR representative Alexandre Berthoud, defends:

The CEP report, which was divided by elected officials, also highlighted problems on the part of private foundations that support five existing hospitals. In the liquidation process, they still did not transfer their assets to the now unique Company Support Foundation HRC. Money capitalized but unused, the left has criticized.

Overall, no one questioned the validity of Rennaz Hospital. The purpose of the CEP was to analyze what had not worked in the past in order to better face the future and make the necessary corrections, elected officials said. L ‘HRC “even a reinforced spring” of the investigation, estimated PLR Catherine Labouchère. “It’s time to draw a line and turn the page,” Libre Jean-Louis Radice encouraged.

The Valais deputies refused to investigate HRC, of which Valais owns a quarter. What should be the problem during future discussions on the intercantonal dossier? Not for Pierre Zwahlen, Chairman of the Thematic Committee on External Relations:

Health Minister Rebecca Ruiz has refuted some criticism of the State Council. She recalled the public autonomous position of the institution, which is therefore responsible for its own management. She also noted that the city district had taken immediate corrective action and ordered two audits.

By adopting the CEP report, Parliament has in fact adopted 18 of its recommendations, including nine for the government, four for the Grand Council and three forHRC.

They concern capacity building, details and clarification of the roles of the parties, the requirements of financial plans, improved communication, etc. Members are called upon to implement them through interpellations, postulates or suggestions addressed to the government.
